Heading 2 not showing in navigation pane

I'd like to make the sections headers within the table navigatable using the Navigation Pane but, the section headers are not showing up on the pane. Any ideas on how to get this to work?

You can also use keyboard shortcuts Ctrl+Alt+A and Ctrl+Alt+H to show and hide it respectively.
