The only enemies that deviate from this are the sentry bot, mr.handy robots, and assaultron. I cant remeber if enemies get more health with leveling. With the headshot mod it doesnt really matter. Unless there in power armor of wearing a helmet. I run form robots they are almost impossible to kill. Power armor is next to indescrutable with small caliber bullets. They just bounse off of it, enemy PA and player PA.
