WebMay 5, 2024 · While Bucky Barnes certainly feels bound to Steve Rogers and it ostensibly makes sense that he would support whichever direction Cap chose to go in, The Winter Soldier goes from not wanting to fight to joining up to fight the world's governments, and half of the Avengers, quite quickly. WebCap was the only one who gained 100% of the effect. Buckys arm is stronger for sure than caps any 1 arm but the serum didn't reach its full potential in Bucky or in some regard did not reach full potency becuase of many factors.
